Can someone explain the PI call now? Sometimes it is a spot foul, sometimes 15 yards. It’s confusing to me.

If DPI occurs within 15 yards of the line of scrimmage, it’s a spot foul. On a deep pass, it’s 15.

If it’s in inside you get it at the 2-yard line.
