I don’t think the recommendations go nearly far enough. But since the NCAA commissioned them, they weren’t going anywhere near the kind of change that is really needed.
The only way to really stop it is to punish the coaches and the Universities. It doesn’t look like there will ever be another “Death Penalty”, but missing all post season play-offs and early season tournaments should be automatic for at least two years, but probably three. If kids do not have an opportunity to play tournaments, then they will not attend that school. Actually hurt the blue bloods recruiting and they will curtail the cheating.
